Hong Kong has not yet prepared a 10-Year plan.
In his despatch No. 244 of 23rd
October 1947 (on 54403/47) the Governor sent in recommendations for the expenditure of one half (£500,000) of Hong Kong's
C. D. & W. allocation. These recommendations deal with fisheries and agriculture and are confined mostly to the rural areas. They cover expenditure over a five-year period.
The preparation of the 10-year plan proper covering the whole Colony awaits consideration of a Report by Sir Patrick Abercrombie who visited the Colony at the end of 1947. On the 19th March 1948 in an address to the Legislative Council the Governor remarked that Sir Patrick's
